State law requires submission of contributions and payroll reporting on or before the fifth business day of the month in order to be considered complete and avoid a penalty.
Both contributions and payroll reporting must be submitted by the employer on or before the fifth business day of the month in order to be considered complete and avoid a penalty. Employee and employer contributions and payroll reporting are not considered submitted until the Retirement Systems Division receives all required information.
The schedule for Contribution Summary Instructions (CSI) Contributions through 2026 is posted on myNCRetirement.gov.
Timely Reporting and Invoice Payments
To maintain correct information, it is important to take time to correct errors in ORBIT. Please respond to your Employer Reporting Team representative promptly so that any issues can be addressed and necessary adjustments can be processed as soon as possible.

National Retirement Security Month is just around the corner
Fall is in the air, and clocks will fall back before long. But don’t fall behind on your strategy to build a secure retirement. The National Association of Government Defined Contribution Administrators designates every October as National Retirement Security Month. Now is the time to raise awareness among employees about how to enroll and start saving for future retirement income through the Retirement Systems’ voluntary Supplemental Retirement Plans. To learn more about the NC 401(k) and NC 457 plans visit our website.
A Wait-Reduction Plan that Works: Send Via e-mail, not Fax
Employers should be aware that sending forms or other documents to our office via fax could result in processing delays. To avoid that potential wait time, employers should email the forms or other documents to memberrecords@nctreasurer.gov for faster responses. They can also send their forms or other documents by U.S. Postal Service to 3200 Atlantic Avenue, Raleigh, NC, 27604. Employees also can send their forms or other documents to the same email link or mailing address.
Out of Date is Out of Step: Be Sure to Submit the Most Current Forms
When you or your employees are submitting forms, make sure that you send us the most current versions. Older forms may not include all of the information needed and could result in delays in processing. The most up-to-date forms are located here: ORBIT | Retirement Systems Division Forms.
Make Certain to Keep Us in the Loop to Ensure a Smooth Transition
Are you working with a new vendor? Your first step is critical: Contact the Retirement Systems immediately to let us know.
Are you updating or implementing a new payroll system? Once you have finished writing your business requirements and the new system is in place, the Retirement Systems Division is here to help with testing. If you intend to use a vendor for your system changes, you should still plan on being part of that process as the key contact for reporting.
We request that you notify us as soon as possible if you are making a change or an upgrade so we can schedule testing that aligns with your planned start date. You should expect testing to take at least 90 days.
If you are planning a merger or split with another agency, please contact the Orbit Employer Reporting OER@nctreasurer.com for assistance.
